To stimulate growth and promote tourism in the Autonomous City of Melilla, the department responsible for tourism (currently the Department of Economy, Commerce, Technological Innovation, Tourism and Development) has developed the "Regulatory Decree for Tourist Package Discounts to Melilla", with the Tourism Board attached to the Department acting as the managing entity.
Citizens with legal residence in any territory, excluding residents of Melilla, who meet the required criteria may be beneficiaries of this aid.
The tourist package consists of applying a 75% discount per person on the net amount of round-trip airline or ferry tickets with established limits and their stay in Melilla in any of the tourist accommodation modalities or official entity or recreational boats docked in the city (subject to justification by the entity) or at the home of a city resident, excluding:
- Travel for work reasons, except for professionals whose work involves promoting the city of Melilla.
- Official or federative sports competitions, except individual sporting events.
- From June 1 to September 1, maritime transport aid will be limited to hotel establishments.
- Residents of the Balearic Islands, Ceuta and the Canary Islands when their trip originates from their city of residence.
Some new features have been included to benefit from the aid, such as:
- Accommodation on recreational boats with prior certification by the hosting entity.
- Travel for professionals whose work involves tourism promotion of the city of Melilla, provided they meet the requirements, may benefit from ticket discounts with prior accreditation from the entity.
- The voucher may be requested for a single leg of the trip when a modification of the travel date is necessary, with prior justification by the applicant of the purchase of a round-trip ticket without discount, provided they meet the requirements established in the new call.
The trips must last between two and fifteen consecutive calendar days between departure and return dates.
To obtain the discount, you must complete an application that includes all people traveling and provide the necessary documentation.
Once the voucher is obtained, you must go to one of the travel agencies selected in your application for ticket management.
Maritime Transport
A 75% discount per person on the net fare of round-trip tickets from Málaga, Almería or Motril.
- Seat: up to €50

Children under 2 years old whose ticket fare is zero euros will not receive additional discounts and must pay the applicable fees.
Air Transport
A 75% discount on the net fare per person for round-trip flights.
- From Madrid, Barcelona and other origins (excluding Balearic Islands, Canary Islands and Ceuta as they already enjoy resident discount): up to €360
- From Málaga: up to €200
- From Seville, Granada and Almería: up to €120
- For residents of Balearic Islands, Canary Islands and Ceuta from origins other than their place of residence
- Departing outside Spain: subsidy only for flights from any Spanish city
For children under 2 years old, the discount applies to their fare and the fees must be paid separately.

The stated amounts and listed ports or airports may be modified by order of the competent tourism council. When submitting the application, you accept that the data contained therein will be stored and used by the Tourism Board of the Autonomous City of Melilla for their management. Likewise, you are informed that inaccuracy, falsehood or omission of the information provided may give rise to the corresponding civil or administrative responsibilities.
Once the voucher is obtained, it can be processed at the selected travel agency before its expiration thirty days after acceptance. If that date passes without action on your part, the voucher will be marked as expired. You may register a new application if you wish to use the promotion.
In compliance with the Transparency Law and the General Subsidies Law, the Administration of the Autonomous City of Melilla will proceed to communicate to the Tax Agency the subsidy received. The contracting of the tourist package means that all beneficiaries of the aid will be responsible for the resulting tax obligations. Likewise, the granted aid will be published in the BDNS as provided in Article 20.8 of the General Subsidies Law, unless publication of the beneficiary’s data, due to the purpose of the subsidy, would be contrary to the protection of honour or personal or family privacy of natural persons under Organic Law 1/1982 of 5 May on civil protection of the right to honour, personal and family privacy and self-image, as determined by the competent tourism councillor (Article 20.8(b) of the GSL).

Can an unaccompanied minor request a voucher?
If the beneficiary is a minor travelling without an accompanying adult, the father, mother or legal guardian must submit the application on their behalf, providing the family book or any other official document proving they are authorised to act for the minor. In this scenario a specific authorisation form for minors must be completed for each request.

Who must submit the responsible declaration and what does it include?
Every traveller listed in the application must submit an individual responsible declaration confirming that they are not subject to any of the circumstances described in sections 2 and 3 of article 13 of Law 38/2003 on General Subsidies—which would prevent them from obtaining beneficiary status for subsidies—and that they fulfil the obligations established in article 14 of the same law. They must also declare that they have no outstanding debts for subsidy repayments under article 25 of Royal Decree 887/2006 of 21 July, approving the Regulations of the Subsidy Law, nor any pending justification before the Autonomous City of Melilla. For minors, the declaration must include their details and be signed by their legal representative.
Can I buy a single leg of the trip?

Yes, when the chosen accommodation is the home of a resident in the city. In this case, you must attach the resident's ID and the authorisation form signed with a digital certificate (Law 39/2015, arts. 9 and following) or by appearing in person or by proxy at the Tourist Board offices. This option is also available for business trips carried out by professionals promoting tourism in Melilla.

Do I have to declare the subsidy received?
In compliance with the Transparency Law and the General Subsidies Law, the Administration of the Autonomous City of Melilla will report the subsidy received to the Tax Agency. Booking the tourist package means every beneficiary is responsible for the applicable tax obligations. The aid granted will also be published in the National Subsidies Database (BDNS) as provided in article 20.8 of the General Subsidies Law, unless publishing the beneficiary's details would compromise respect for and safeguard of personal or family privacy, in accordance with Organic Law 1/1982 of 5 May on civil protection of the right to honour, personal and family privacy, and one's own image. In such cases, the Councillor responsible for tourism may decide otherwise (article 20.8.b of the General Subsidies Law).
